A dedicated law enforcement leader with more than two decades of experience, Charles W. Murphy has been active as the president of the Police Benevolent Association of the New York State Troopers since 2023. In this capacity, he oversees the entire membership as well as future and current contract negotiations; he also works with the organization’s legal team to draft legislation to enhance and develop further protection in law enforcement or individuals’ rights. Supervising 16 board and staff members, he collaborates with the superintendent to ensure the best leadership for their men and women.
Wielding a Bachelor of Science in education from St. Bonaventure University, Mr. Murphy started his career as a trooper in 2003. Quickly establishing himself in the field, he has always taken pride in his ability to influence lives, particularly those he arrested for drug-related issues, who’ve gone on to reform and lead productive lives; prioritizing the impact he can have, he’s not only a law enforcement officer but a counselor, often guiding individuals through their challenges. In addition, he became one of the go-to authorities when it came to memoranda and contracts, bolstering his education over the years in contractual rights, which led to encouragement that he run for a leadership position with the NYS Troopers PBA. This would allow him to assist all members of the statewide organization, not just the locals he worked with, ensuring that all are accountable and transparent while also protecting the individuals and their families.
Mr. Murphy leads with great passion, respect, and dignity for the officers he represents and the work they do. Reflecting on his PBA career, he considers his most notable achievement to be a fiscal turnaround of millions of dollars through running the organization. Outside of his primary endeavors, he has long been active as a volunteer through fundraising events, charity work with the Surgeons Program, and a donor to the Signal 30 NYS Troopers Benefit Fund; additionally, he’s a longtime member of the National Troopers Coalition and the National Association of Police Organizations. As a testament to his dedication and impact, he has earned a Leadership Award from the local Jewish community and has been twice listed on the Labor Power 100 by the Government Media Executive Group LLC, a recognition of New York’s most influential union leaders.
Born and raised in Buffalo, Mr. Murphy attributes much of his success to the solid foundation his parents provided growing up, which played a role in his work ethic and compassion, leading to his selection for a highly competitive agency and work for the state police. Looking ahead, he plans to run for two more terms with the PBA, wanting to push reforms that would make the agency more progressive and on the cutting edge of education and new technology—all in an effort to make it more effective and better for all. The father of three enjoys spending time with his family, traveling, and attending sports events, the theater, and live concerts.
